中国地方侨务法治建设研究

摘 要： 新近学界与实务界共同致力于为中国侨务法治建构保驾护航之制度，尤其是多地通过侨务立法形式，以期激发华侨华人、外国侨民积极投身于中国现代化建设的热情。自十九大后中国进入新时代以来，如何继续激发中国涉侨群体投身于新时代建设的热情成为引人注目的命题。当前，多地侨务立法致力于建构华侨政治权利保障路径、肯定外籍华人权益保护、拓宽华侨护照证明效力等突破性工作，但仍需改进之处有加强华侨权益保护立法、加强华侨政治权利保护的可操作性、明确紧急性撤侨问题等立法工作。

Study on the Construction of the Rule of Law for Local Overseas Chinese Affairs

Abstract：Recently, academia and practitioners have been working together to build a system of escorting the rule of law in overseas Chinese affairs, especially through the form of overseas Chinese affairs legislation, in order to stimulate overseas Chinese & ethnic Chinese and alien to devote themselves to China’s modernization drive. Since 19th National Congress of the CPC, China is entering a new era, how to stimulate the Chinese nationals group engaged in construction of a new era has become an important research issue. At present the legislation of many local authorities on overseas Chinese affairs is committed to protecting the rights of overseas Chinese political construction path, protection of rights and interests of overseas Chinese must expand overseas passport to prove the effectiveness of breakthrough, but still need to be improved to strengthen the protection of the rights and interests of overseas Chinese legislation, strengthen the maneuverability of the protection of political rights for overseas Chinese and clear legislation problems urgent evacuation.
